On the troops point, it's really up to you but this choice will shape the rest of the list more than anything else I reckon. whereas the Army List is the base list from which all Legions take their non-specific units.

The AoD Legions book will cover World Eaters special rules, units etc. The two red books, they come in a bundle together to save you a click. The answer to your first point, as well as "what is a rite of war?" is the Legiones Astartes Age of Darkness Army List and Legions books. I'd start by taking a look at which Rite of War you want to run initially as this will influence your choices. Other: Any units you'd consider to be auto-includes in a World Eaters army? As much as melee fits the theme and is cool and such, I'm guessing I'll need something to shoot things that chain axes don't work on or that foot slogging marines can't catch up with. But, how many will I need? 2 x 10 or 2 x 20? I am hoping the former because I LOVE the MkV armor but together with the weapon kits from FW it's gonna be pricey! Which special weapons do you normally take? 10 man squads I'm guessing go in Rhinos. Troops: Everybody needs troops! It appears world eaters come with free upgrade chain axes and from what I read CC (as expected!) is where World Eaters shine. I don't think there's anything wrong with min-maxing but 40k as it currently is makes for a TERRIBLE competitive game as far as I am concerned. In addition, 30k players seem to strive more towards narrative gameplay than focusing on min-maxing and winning at all costs. New to 30k, just a huge fan of the lore and to be honest the new 40k lore and model designs aren't at all appealing to me.
